Planning learning for 30 000 employees

CES was commissioned to design a comprehensive five-year learning plan to guide UTS’s ongoing data awareness and capability development. The plan provides a structured roadmap for embedding data literacy across the institution through a mix of formal and informal learning opportunities.

Project objectives

  • Map UTS’s Data Capabilities Framework to specific learning objectives and activities.

  • Develop a sequenced, multi-year plan to build foundational and advanced data skills.

  • Recommend delivery modes, durations, and assessment types for each learning activity.

Our approach

CES began by auditing existing UTS materials to identify resources suitable for inclusion or repurposing. We then mapped data capabilities to learning objectives and proposed a diverse range of learning strategies, including:

  • Online training modules and microlearning activities.

  • Communities of practice and peer learning initiatives.

  • Awareness campaigns and communication strategies.

  • Workshops and targeted upskilling sessions for specific roles.

The resulting Five-Year Data Awareness Learning Plan outlines a clear, scalable approach to developing data capability across all staff levels. It includes detailed descriptions of learning activities, estimated durations, delivery modes, and recommended assessment methods.

Outcome

The plan provides UTS with a sustainable framework for continuous data capability uplift. It ensures that data literacy remains a core institutional priority, supporting evidence-based decision-making and robust data governance practices across the university.
